Underwriters Laboratories Inc. (UL) is an independent, non-profit organization. It tests and certifies products for compliance with safety standards.

UL’s Fire Equipment Services division evaluates various equipment for compliance with NFPA (National Fire Protection Association) standards.

UL is recognized as the most comprehensive fire equipment evaluation organization in the industry. It facilitates rapid access to global markets by participating in most certification programs across Europe, Asia, and North and South America.

FM Global is an American mutual insurance company that provides loss prevention services to large corporations operating worldwide.

FM Approvals is the testing and certification service provided by FM Global for industrial and commercial products. Products approved by FM are listed in the annually published FM Approval Guide.

Businesses using FM-approved products are considered to have fulfilled the necessary “due diligence.” Some insurance companies offer lower premiums to customers who use FM-approved equipment.

The VdS 2344 approval procedure is specifically applied to products (components, equipment, and systems) in the field of fire protection and security technology.

VdS is accredited by Deutsche Akkreditierungsstelle Technik (DATech) according to the DIN EN ISO/IEC 17025 (product testing) and DIN EN 45011 (product certification) standards. It is considered one of the most rigorous organizations in Europe.

All components necessary for a system to operate in compliance must be VdS-approved. The approval process typically consists of two stages:

  1. VdS laboratory testing (type testing)

  2. Certification by the VdS certification office

LPCB (Loss Prevention Certification Board) is an international certification body based in the United Kingdom, specializing in the fields of security and fire protection.

The certification process includes testing and evaluations to ensure products meet quality standards. Certified products are monitored through regular audits.

After LPCB approves a product, service, or company as compliant with standards, it issues a certificate and lists them in its reference guide known as the “Red Book.” This guide is used by engineers, designers, regulators, and insurers worldwide.

The United Nations Economic Commission for Europe (UNECE) Regulation No. 107 contains approval provisions for the general construction of vehicles in categories M2 or M3.

This regulation aims to enhance fire safety in buses and minibuses and mandates the installation of a fixed fire suppression system by the vehicle manufacturer in 37 countries.

R107 applies to vehicles with a passenger capacity exceeding 22:

  • Class I: Vehicles designed for standing passengers (urban buses)

  • Class II: Intercity buses

  • Class III: Coaches and tour buses (designed exclusively for seated passengers)

Finland’s Finance Administration (FA) FA 127:16 is one of the most recognized certifications for off-road vehicle protection systems and is mandatory for forest and construction vehicles operating in Finland.

This certification is based on the safety guidelines published by the FA. The guidelines include design and installation instructions, as well as descriptions of full-scale fire tests conducted for heavy-duty vehicle engine compartment fire suppression systems. The test methods are implemented similarly to Sweden’s SBF 127 protocols.

AS5062 Australian certification is a specialized standard for protecting mobile and portable equipment.

This certification is specifically demanded by the Australian Heavy Duty Mobile Equipment (HDME) market, which operates in sectors such as mining, freight transport, construction, forestry, waste management, and agricultural equipment.

RISE (Research Institutes of Sweden) is a world-leading research institution in the field of vehicle fire suppression standards.

SP laboratories test the fire behavior of materials and products, as well as fire extinguishing agents and equipment. In 2013, SP developed new standards and test protocols for bus engine compartment fire suppression systems: SPCR 183. This standard is in the process of being globally accepted by UNECE.

Many insurance companies require bus operators to use SPCR 183-certified systems, even before the regulation becomes legally mandatory.

These test protocols simulate real-world bus operating conditions one-to-one and are known as one of the most difficult tests to pass in the industry. Corrosion resistance, vibration resistance, and extinguishing performance under airflow conditions are also evaluated. The aim is to enable operators to accurately compare the performance of different systems.

The Korea Gas Safety Corporation (KGS) is an official supervisory agency under the Ministry of Commerce, Industry and Energy (MOCIE).

It regulates the manufacturing and sale of pressurized gas equipment in accordance with ASME (American Society of Mechanical Engineers) standards, but also requires a manufacturer’s license issued by MOCIE.

The duties of KGS are defined under three main laws:

  • The High-Pressure Gas Safety Management Act

  • The LPG Safety and Business Management Act

  • The City Gas Business Act

The institution is responsible for drafting these laws and revising them when necessary.
